yeah that makes sense....but if they have to spend the money anyway....one would have thought that the total expense must be envisioned to be much greater than what they are up for. And so maybe OEL will be up for a lot more , if that is so....more than they themselves anticipate.
Otherwise I just cannot see BHP giving up that much money...for NOTHING>
