I doubt they would be going through the long winded process and ongoing follow up of getting an ATO ruling if they hadn't consulted with their significant investors first . These larger share holders have been in this for a very long time with no reward to this point - so my view is they want a little 'skin' to stick around for the next phase and the the capital return is a nice kick back for both their past and even more importantly, future loyalty . Keeps everyone happy. E.
