Think he saw it arising from a different direction though. Wasn't he putting forward something like the labour movement organisational powers would increase and start guiding the economy due to the forced increased efficiencies brought upon them, instead of the economy being guided by the original industry owners.
This, however, seems to be due to the inefficiencies of the free market.
Free markets just need to be regulated more.
