Suspect the money to be made from kidnapping far outweighs subsistence fishing and hence its popularity.
Will be interesting to see if this works as a deterrent. Because the normal method of paying up ransoms only encourages more kidnapping. You see this in most Western countries where kidnapping is very unusual because the normal response is to go straight to the police, whilst in many Asian countries, the tendency is to pay the kidnappers. This played out in Australia with the tragic death of Victor Chang.
