As per above attached, CVV already have some pretty big backers with pretty deep pockets (first link).
In a world where significant copper shortages are being anticipated (second link), and among rising copper prices, i honestly don't think project funding will be a problem.
Also, the $2 billion dollar NPV is pretty much a base case for present value. For each US$0.50/lb increase in copper price above the current copper price of approx US$4.00/lb, the project NPV increases by approx another $1 billion dollars more (as shown in the below screenshot).
If the project is increasingly profitable (as discussed above), then i don't think funding will be a problem (those institutional backers shown above obviously also agree).An example of funding availability is also shown below. As you can see by the below article, billion dollar copper mining deals are currently happening in today's market (and in much more volatile and risky parts of the world compared to Aus). Quotes from the article shown below the image.

"The Khoemacau copper mine may be valued at between $1.5 billion and $2 billion, three banking sources added."
Current market cap of CVV is ~85 million (significantly undervalued IMO)
