The paper seems to ignore the evidence of the past contraception campaign failures in third world countries. It was usually assumed that population reduction was needed before development. It was later found(bleedin obvious to anyone but an "expert") that in the third world(and in the West up till say 100 years ago) that ones kids were ones social welfare/pension cheque, who would support the parents in their old age.Infant mortality was high so the woman had to keep spitting them out to beat the cholera, dysentery etc so there might be a couple left to look after the oldies. So, the best means of population control is economic development and clean water.
