Yup, correct. Getting it right is much better then just rushing it in.
But if that's the case then clearly a company would announce it to the market as this would actually be a good thing. Nobody investing into a 'new' and 'untested' technology can honestly expect a trial to be always on time, on budget, etc. It just doesn't happen.
Hence I don't quite buy this as an explanation. (I hope I am wrong though).
