it highlights the difficulty in getting this right, the government wont so they shouldnt try

research money was provided to make cars less polluting and the emission standards were progressively tightened

after the automotive industry stopped whinging about it, it actually became a marketing tool to exceed the standard

so i favour having individual standards for each industry and even each technology.

Want to build a coal fired power plant? No problem here is the emission standard for a coal fire power plant, if you can meet the standard go for your life.

Each 5 years just keep lowering the bar, so newer plants have to keep improving
