the system it sounds like you would like is an emissions trading scheme. that is the system we did have up until it was repealed by the Abbott government.
that has eroded the ability of both sides of politics to introduce an ETS again through fear of hypocrisy (liberals) or being criticised for bring back a carbon tax (labour)
