The Commonwealth plans to shut down 2,000 megawatts of heavy polluting power stations from 2016 but Environment Victoria says the closures should start in 2013.

Steve Dodd from the Australian Manufacturing Workers Union says the community deserves to be consulted about the phased closure process.

He says there needs to be a plan to create new for jobs in the Latrobe Valley before the closures are finalised.

"The timing of that ... it shouldn't just be for Environment Victoria or anybody else to tell the community and the unions when the best time is to shut the power stations," he said
