Give me some reasons why I should believe that the direct cost of a universal new tax be zero?

Why would I trust a government that a) lies and b) has admitted it has NO idea what this draconian abomination will end up costing us landless peasants. I mean how could they? They have no idea how the market prices are gong to skyrocket, especially with all the carbon trading derivative scams sitting on the shelf just waiting for a government somewhere that's stupid enough to get the ball rolling.
