Meanwhile, a Latrobe Valley generator says it is disappointed amendments to the carbon tax legislation were not passed in the Senate yesterday.
Loy Yang Power says the legislation requires generators to pay up-front for future carbon pollution permits.
Independent Senator Nick Xenophon moved for the legislation be amended to allow generators to pay for permits as the emissions are produced.
Loy Yang Power says industry had supported the amendment and it is disappointed it was not supported in the Senate.
