Management is giving shareholders every opportunity to participate in the raising. If shareholders don't take up the offer, they can't complain if they miss out. If Tincom is prepared to build the plant don't you think they have a spare $1.5m to pay for the DFT? You also need to remember that Tincom were willing not so long ago to pay ECT $1500000 @ 5.2c. Don't you think the board can convince them now to pay $1500000 @ 0.006c - given we have re-engaged them? That is a substantial discount. Hence why I'm saying the raising is in the bag. These investor presentation are just lip service imo.
FYI the shortfall closes on 23 December. ECT is in no rush to raise the funds at this stage. The important thing is that the DFT is progressing. That is a major milestone.
