I am not going to pretend I understand the tax - I don't understand where the line stops and starts.

Packaging is just one input, carbon is just one output. Surely if you have greener inputs, your total production of carbon outputs is smaller overall. Surely you should be given some credit, just like a GST input credit, if you have taken decisive action to reduce emissions. How else would you see the success of carbon farming etc.

Planting a forest is perhaps considered an extension of the production process on the output side, perhaps the production process can be extended further back in the input side.
