Biggest danger for the carbon plays is a ruling against single species plantings ... plenty of biodiverse models starting to appear (Auscarbon, Whisper etc) but COZ and CCF seem unwilling to adapt at their own peril.
IMO I think the government will only qualify biodiverse plantings to make it more expensive to turn good farmland into carbon sinks. The oil mallee model is too good to be true (on paper) ... good luck
