Directly, it should have no effect at all - they simply wouldn't pay carbon tax if their operations are outside Aus.
For example, a mine in Australia would pay tax on the electricity they use, the fuel they consume (after the 2 year heavy vehicle moratorium's over) and on their emissions which for most mines is minimal.
A mine in another country pays whatever royalties that country imposes on extracting minerals, and that country's fuel/energy taxes if any. They pay income tax back in Australia on whatever profits they make once expenses are deducted. They don't pay the new mining tax either.
In short, companies like NMR should become more and more sought-after, and we're already seeing that with other companies (CEO for example) going on spectacular runs.
