Exactly! Its simply a thinly disguised form of wealth redistribution (lets take from the majority, give a little back to the minority and spend the rest on our ridiculous ideas). And lets give it a feelgood name - how about "carbon tax".
They could have achieved the same result by tinkering with tax rates and threshholds but that would be too simple wouldnt it.
