There is a down side, which will need legislation to give the ACCC and ICAC some real teeth.
The general misplaced belief that the C tax is going to force prices way up is to a degree a self-fulfilling prophecy, as it be will be an excuse for many unethical companies to price gouge.
Look at what's happened already - people are blaming the C tax for price rises before it's even come in! Sounds loony, but maybe it's an indication of the price gouging to come.
And of course any reality will be obscured to a degree by the negative politics from the Opposition.
