True, yes, but you CAN exploit (capture/convert/store/apply) energy that is being imparted from an external source, in this case the rolling seas, to perhaps add some range to the ship!
Just need to think out of the box a bit, and respect those “rules” by not tapping a source that you are directly/indirectly supplying (like a turbine driven by the ship’s thrust through the water, since you are providing the ship’s thrust and therefore lose out overall due to conversion losses etc).
