For Maximum securtiy detainess,
I say we need to get them out and into mobile construction gangs instead of supllying them with TVs, Libraries and fluffy pillows.

Give them a taste of freedom in the outback or desert for a good reason...while making them pound road-base with their bare hands and a crowbar.
Make them relay the rail infrastructure or build new infrastructure where its needed.
Make them earn their keep and pride.
Let them reclaim their pride by laying the foundations for a new era...so they can look back and say 'i did my time and made a difference in the process'.

Give them RFID tags or implant chips into them like dogs for security reasons.

Make them usefully pay back the hard earned money that we pay them per annum, while they would otherwise be sitting in jail,or pumping iron or playing handball like daisies in the sun...
sopping up the luxury where they might otherwise be on the run, in the gutter.


Based on the law of reciprocity they need to pay for the damage done to society, by helping to contribute to improving it.
Give them jobs that no-one else will take... tough manual labour.

Or give them a choice to make up their own mind...
Paying back society via either 'death or debt'.

In this world we are always told that no matter what, we always have choices. One might not be so good, but its a choice nonetheless. Let them sentence themselves by committing to 'death or debt'.
