I can't see Mr Carpenter wanting to retain the portfolio and not find in favour of Cazaly. A very unpopular decision (especially in my house) and potential to roll the government with the ensuing Royal Commission.
I would suggest Mr Carpenter is 90% confident on preliminary advice and is looking forward to being a very popular Premier once all due process is complete.
