The process will not start over again. The report that follows the process is undoubtedly complete and on Bowler's desk. The report goes to the Minister, not the individual occupying the position of Minister. And as Carpenter said and implied, as reported here, ( I can't tune in to ABC Perth, even on the internet), he was expecting to have made a decision by now.

I think what Carpenter means by "getting it right" is both making the right decision, but I expect more importantly, getting it right procedurally.
