Don't completely disagree, however these guys are pretty sure that the gas is there. It may still be a long-shot, but if it is there it would be better to have plans (and agreements) in place to ensure timely development of the resource.
We could look upon these developments as a high level of confidence being demonstrated by MEO and given that the JV partners are at the table talking, they too must be thinking in terms of drilling success - otherwise, why bother?
