    Assets genuine steps outline what they have done to resolve the dispute.

    The government must agree with asset, if they do not agree, they must provide reasons why they disagree in there genuine steps.

    It narrows the scope, basically the same as a statement of claim and defense in a civil case early.

    Sets the tone.

    The government may agree with some of assets steps, others they may not.

    The judge will know in a nutshell the exact issues now and where both parties are positioned.
