I agree with you kbear1. They are giving the shareholders the chance to buy first. Im certain shareholders would have been very upset if cheap shares were offered first to others. If sentiment is such that the spp isnt fully subscribed then the Directors and broker clients will likely take them up imo. The spp is predominantly to get the additional trials off the ground without weakening the PRR balance sheet and there will be people imo who will be very happy for the trials to start.
There were 13937 shareholders recorded in the most recent Annual Report. If about a quarter of these were to to take up around $5000 each of the permitted $15000 in the spp that would raise the $15mill.
