You have provided no evidence to prove that they are not, except (a lot of here say).You have also not "fully read" Cops Sec fillings concerning indemnities, potential non completion of asset sales etc.
and secondly i don't believe any Senegal laws have been broken, otherwise WPL would not be able to operate.
Far imo should have said yes to PE within the 30 day's given by COP, then demanded all the information they needed,then gone to arbitration.yet they choose to let the 30 day clock expire.
