I reckon release of Specs,followed by supply orders from Georgia DOT would be the spark that starts increase in Dollars.
Plans in place to increase Colorado's capacity to 24,000,000 gals p.a. by late this year to early next year
at approx 20% margin on $25.00/gal should pave the way for the cash you reckon is short.
Time will Tell.
