Normal bureaucrat behavior where they have a problem with 10% of the people and the politicians do not have the guts, and the bureaucrats do not have the ability to fix the actual problem so they demonize the whole population to fix their problem and such a move may fix 2% or 3% at most, so then they have to think up some other hair brained scheme to try, but the damage to the innocent people has already occurred
