Why doesn't he start with stopping the practice of the Superannuation funds, and other funds of lending shares to the people who are shorting them into the market??
It is absolutely ridiculous for a superannuation fund to buy shares on your/investor's behalf, and then lend them to someone who is going to short the market with them, in order to drop the price.???????
