You are only calling it a dog because you paid $0.12. If you paid $0.08 or less you wouldn't be saying that, so really its a timing issue for you, not a reflection on the quality of the stock.

People who throw their money at random stocks without doing research is no different to throwing your money on the roulette table. The numbers on the wheel aren't dogs they just didn't come up at precisely the time you wanted them to.
