I think you're right in that Playertek is probably more like a cheaper entry product such that the team can start to build up its own analytics database for its players. And if they don't like it, they wouldn't have invested too much money as compared to if they started off immediately with the elite version.
However, if they like more features and see the usefulness of the data, they are likely to then migrate upwards to the elite version and maybe even get the video capabilities as well. Note that Playertek for team is >$349 as per the website for team version. The $250 is for the individual version. And note that these 2 costs cover only for once-off purchase. Most of the teams that sign on with Playertek is on subscription basis I believe, and not just once-off purchase of the device.
