Discovering something of significance is very hard as science is not easy. There is fair amount of luck involved. I was lucky with my Ph.D topic and my research turned out to be quite significant, but for most people if a dozen people in the world are interested in reading your thesis you are doing well.
I do agree that there a plenty of people with a Ph.D who would have been better off leaving school at 15.
