Germany may reverse its decision after the next election even if a new government is elected. Any government elected to implement the transition from nuclear power will take a good look at the feasibility of doing so as well as the cost to end users. If the cost is too high that too can cost them at the following election.
On the question of Japan potentially cutting back nuclear power, demand from other nations may be independent but the effect on the U price is not. All producers will be affected including PEN.
