I'm afraid I'm firmly in the Paducah first camp. Having your engineering, admin and manufacturing center remote to a chemical plant is nothing at all strange. Even control systems operators run plants remotely these days.
The important thing is that the manufacturing, fabrication, and engineering would be done in the USA, bringing local jobs to both Paducah and Wilmington. I think this is one of the advantages GLE hold over Orano and Urenco, who would be importing their centrifuges from Europe.
