Data room is not an open process for all comers. The process usually will be that the company who offers the project will have certain criteria the bidder must meet which WPL will qualify. However the overriding criteria is that the company will either accept the bidder and open up the data room to receive their bid or they can refuse without offering a reason.
If the relationship with WPL is poor or FAR don't want The Gambia info shared with a company they can refuse. Very strong confidentiality rules apply.
