The Gambia lease is separate from the AMI agreement, they wouldn't say they were looking for farm out partners or open the data room to all comers if it wasn't...Cath has mentioned they hope CNOOC does come in with them and has also mentioned CNOOC have been in the data room but in the end FAR are looking for the best deal for FAR ..the same would apply for DJ..
One could reasonably assume CNOOC are FAR's backers for PE as access to 35% of SNE is a prize many would want and the deal was done at a time FAR needed to show it was in with big players but there could be others behind the scenes.
FAR won't have entered arbitration without a backer, so someone is out there and CNOOC would be the logical front runner..
