As long as it gets spent it is doing its job.

So not overly worried the church is getting it.
The church always has its hand out, so would be surprised if they didnt.

It was never going to be a watertight program, just a cash flood.

It is always easy to find fault in these programmes at an individual level.
History has shown that.
