Ok at least you understand how constitutional referendums work and understand legislation details ALWAYS come afterwards. Constitution and legislation are different, people are asked to vote on the Constitution.

What you are saying is this may not always be the right approach, OK that is a separate issue we can discuss.

The point is most people here appears too ignorant to understand the difference, and think the legislative details should come before and not after. As if somehow the Voice is different to the last 44 referendums.
