Never has there been 1000 workers on a single stretch of road without slavery in Africa. So perspective can sometimes be a terrible side to the conversation. The town of monano currently sources it's electricity via a generator as it's main source of power which highlights the difficulties faced.
Perspective is important and not getting caught up on the details is where losses are incurred.

It doesn't seem like I can get through to you specifically and that's fine. But research the road and infrastructure upgrade by sicomines for an actual good example of time line for infrastructure upgrade.
