China Railway Group are very active in developing infrastructure as part of agreements to receive equity in mines in the DRC

"Sicomines S.A. is a joint venture between Congolese mining company Gecamines SA, China‘s Sinohydro and the China Railway Group Limited, agreed upon in 2008 as part of a minerals-for-infrastructure deal, which will result in $3 billion for infrastructure plus an additional $3 billion to develop Sicomines, with all the loans to be repaid with mining profits. The Export-Import Bank of China has already disbursed $826 million in infrastructure projects."

highlights why the misconception regarding sovereign risk investing in the DRC.
of course only if Chinese majors are involved with DRC government.

400 million downstream processing plant being built in WA .
Would be feasible and much cheaper for one in Manono and reduce operating costs, but IMO will not be AVZ problem as Take over could occur well before.
