Therefore a ban on (both metallic and non-metallic) concentrates AND (separate category) raw material ores for Metallic minerals.

Now is graphite a mineral concentrate? depends on the level of purification, but mostly, yes it is - as it still needs to be processed into products. Thats where there SEZ comes into play.
