    "The Ministry of Energy and Minerals of Tanzania issued a ban on the export of mineral concentrates AND (not OR) ores for metallic minerals such as gold, copper, nickel and silver, with effect from 2nd March, 2017." If it had said "or" then it would have been in the context that riskon and others are suggesting but the paragraph read in its entirety specifically refers to metallic mineral concentrates, even naming them. Because the paragraph states "and" it is referring to the mineral concentrates and ores for metallic minerals. It is not referring to the mineral concentrates and ores for graphite. There is no mention of graphite whatsoever.
    And yes I was looking at no5. supplement hence the ??? over the quote.
    "Now is graphite a mineral concentrate? depends on the level of purification, but mostly, yes it is - as it still needs to be processed into products. Thats where there SEZ comes into play."
    Well as stated in the supplement you reference;
    "“mineral concentrate” means minerals
    or associated minerals won through the process of direct extraction of minerals from the ore which need further processes to extract metals and bi-products"
    Now given that the graphite refinement process results in a concentrate that does not need "further processes to extract metals and bi-products" Then it stands to reason that the only thing a graphite miner has to do is comply with the regulations governed by the act, in that they apply for the relevant licence to carry out the benficiation of graphite concentrate.
    The act itself specifically states that "No raw resources shall be exported for beneficiation outside the Republic"
