Surprised ur linking to Šefčovič's speech back in Feb, failed to rouse any EU support with BMW,VW Group & Daimler all signed up to $billion deals outside Europe. Reality is Alliance hasn't got off the ground despite that 'outlook' and German Auto without exception voting with their feet and buying Asian cells.
Other link u provided had this to say on EU Alliance today:
"A push by the EU Commission to create an “Airbus” of battery-cell production -- meaning participation from multiple trade bloc states -- has stalled, mainly on expectations that Asian rivals are better positioned to lower the costs of a commodity product like battery cells."
