Yes, a lot of complexities. I'm not saying I'm right, just postulating. In answer to your first observation, if the young and first home buyers could afford to enter the market it would then take some pressure off the rental market, so less supply required. That said, there is always good money to be made from investment property via capital appreciation and reasonable rents to carry the investment, even without NG.
