This $30m equity facility is effectively an open ended run of the mill capital raising with a 4% fee thrown in. If the company needs the money now or in the future it issues additional shares to YA as consideration.
Given the state of the finance markets at the moment there is a good chance it will need the standby funding.
The issue of dilution of existing shareholders capital is very relevant as in any potential capital raising.
