There is a Retention licence ($5.50 per Hectare) or they could put their resources into mining leases ($13 per Hectare) but they kept them in the cheapest form of tenure, an exploration licence( $0.30). With an E comes certain risks. They took the risk and they ended up getting burnt. Serves them right. Wouldnt the benefit of the state be for RIO to be paying $13 a hectare rather than $0.30.
