maybe bolwer was told the decision that he had to make (i.e. give to RIO) they then hoped:
1. there would be no fallout and public would believe their dribble
2. CAZ do nothing
3. they can block any attempts to get relevant info released
4. the have belief in their efforts lie, lie, ie & lie to make situation go away
then again maybe they really believe in what they have decided and will he happy for all review process run their course
there actions from here on in will give a clue to their mindset
