just on that issue of whether the govt decision would have been legal-proofed... not only would bowler have received crown law advice from their state's solitictors office, this advice would have also been gone over by different sets of lawyers from his own dept, that of the premier's dept and treasury dept. that's how we do it here in qld. always covering our ar#ses.

i'm intrigued by caz's request for DOIR's submission to its minister. i have vague recollections that cabinet submissions are not FOI-able though i could be wrong. though, maybe caz's request is just for the internal memo to the minister rather than the actual cabinet submission on the matter.
