Without doubt Livingstone and the CBA board have a neo colonist superior paternalistic view of the undeveloped world. They seem to feel that they are entitled to force these countries to remain in the dark probably to project their petty bourgeois virtue to an inner urban minority of loudmouthed kale fueled green types.
