Another thing that is rarely pointed out is that the minimum leverage requirements for the banks has been lowered from 5 to 3.5%. This will allow them to achieve higher ROC but it also makes them more leveraged/risky. This means that previously to loan out $1,000,000 they would need $50,000, now they only need $35,000.
